After playing a lot of time for different principalities of Rus', I was able to create the Russian State after the capture of all the territories of Russia / the former territories of the split Rus'. I made it Vladimir (which is historical), I made it Novgorod, which is not historical at all, because Novgorod was the first to break away from Rus' and did not consider itself Rus'. But at the same time, if you capture all the former principalities of the Kyiv Principality, then it is impossible to create Rus' again. Why? When all the provinces of Rus' are captured, an event about the restoration of Rus' or the restoration of Rossia (Modern self-name of Russia, the Greek-Byzantine name of Rus') should be thrown, which would also be very historical because Rus' was a cultural colony of Byzantium.
