Conquered cities are blocked in the siege and can't control the Marshals there.

I've encountered this issue when winning a siege. I can neither control my Marshals in the city nor the city itself, and it looks like the siege continues eventhough there's no one to fight against, as a matter of fact the second marshal automatically replace the enemies army and the siege never ends. This happens to the AI aswell, I can't besiege cities that are in disorder and they remain this way no matter what I try. Does anyone encounter this issue?
